Question：Why would Hokkaido has become a local economic hub in Japan?
According to this article,It is said that Niseko had attracted 270,000 overseas travelers to this part of Hokkaido everyday.So New Businesses had sprung up for all tourists.In fact,Foreign workers in Hokkaido had played an important role.

However,the sudden spread of the virus has had a huge impact.The number of tourists dropped drastically and many foreigners in Niseko have suddenly found themselves out of work.

Furthermore,some of foreign workers have not able to return home due to immigration restrictions or there are no flights.

Meanwhile,most foreign applicants in Hokkaido are looking for jobs in the field of agriculture due to there is a chronic labor shortage from spring through autumn.

In fact,its farmers are delighted that foreign applicants are willing to come so quickly through the Shiribeshi Promotion Bureau,which can match between its farmers and foreign applicants.

Initially,the Bureau were matched with jobs based on the information they provided on their application forms.But over the past two years,they have started interviewing them in person,to get more detailed information about their work experience and the kind of job they are after.This improvement allows them to evaluate foreign applicant's ability and make the best placement.Since then,the employment rate has increased markedly,reaching its current level of over 90 percent.

Currently,they also began conducting interviews online and has helped them to continue matching applicants with jobs this year even though face to face meetings have been ruled out due to the virus.

Although that,there are still many hurdles,especially the language barrier WWW or LoL.So Local officials are forced to provide interpreting between job seekers and employers,but they would have to act as a hub to match between foreign applicants and employers in tourism for its local economy.Realize advantages to hiring foreigners.
