Question:Why would the US panel urged China to ease visa-rule for HK dissidents?
According to this article,it is said that China's security law for Hong Kong violated China's commitment to preserve "one county,two systems" framework that would have guaranteed Hong Kong's autonomy through 2047.

As the result,An advisory commission to the US Congress has called for easing the conditions for issuing US visas to Hong Kong residents due to they have feared its political persecution.

However,the US report says China's intensifying military activities around Taiwan has been seen that Chinese leaders intend to pursue their political objectives without concern for their existing commitments or the reputational costs they might incur by violating them.

Furthermore,it warns that the Chinese government views technical standards as a policy tool to advance its interests. It says Beijing has systematically tried to expand its influence in international standards-setting organizations by installing Chinese nationals in key positions.

As these suggest,The incoming US administration would cooperate with congress to deal over the China-related issues on a non-partisan basis.
