パリ協定の1.5度目標を実現するためには、世界の温室効果ガス排出を2030年までに2010年比で45%削減、2050年までに実質ゼロにする必要があるのだが、一部の利権や産業に忖度して、抜本的な対策を取らない国々も少なくない。その一つが安倍政権下の日本である。日本の2030年までの削減目標(NDC)は、上記したように「2013年度比26%削減」と消極的なものだ。石炭火力発電に依存する大手電力会社、ガソリン/ディーゼル車から電気自動車への移行が遅れている自動車産業に配慮したものなのかも知れないが、「57%削減」とする英国、「55%削減」とするドイツ、「40%削減」とするフランス(いずれも基準年は1990年)に比べると見劣りすることは否めない。
