chargeには非常に多くの意味があり、法律的な用語から一般的な表現までその用法は多岐に渡ります。
身近な例で分かりやすいchargeの用法として「（クレジットカードに）請求する」や「（交通ＩＣカードに金額を）補充する」があります。例えば、Tony told the clerk to charge the new big screen TV to his credit card.なら「トニーは、新しい大型テレビの代金を自分のクレジットカードに課金するよう店員に伝えた」です。charge A to Bは「Ａの費用をＢのつけにする」という表現です。

例文１
○ Patty loved playing games with her young charges at the day-care center.

ここでのchargeは名詞で、「預かったもの、託されたもの」を意味します。
保育所の保母であるパティーが、自分が預かった子供たちと楽しく遊ぶ光景が描かれています。

例文２
○ The debate was so emotionally charged that the candidates were simply screaming at each other by the end.

ここでのchargeは「みなぎらせる」という動詞ですが、過去分詞として形容詞的に用いられています。
emotionally chargedは「感情でみなぎっている、感情的になっている」状態を表しています。
