declassifyは、否定辞de-＋classify「機密扱いにする」から成る単語で、「機密扱いを解除する」という動詞

sovereigntyは「主権、統治権」

given nameは、一般的には姓名における「名」のこと。ちなみに「姓、名字」は、family nameやsurnameと言う。

San Francisco Peace Treaty「サンフランシスコ平和条約」は、１９５１年９月に連合国と日本との間で締結され、１９５２年４月に発効した条約。これによって日本の主権が回復した。

★emeritusとは？

The pope congratulates Japan for regaining sovereignty, and for the coming of age of the crown prince, now Emperor Emeritus Akihito.

emeritusはラテン語由来の言葉で、もともとは「受けるに値する」という意味。「辞任後も在職中も同じ待遇を受ける、任期などを務めあげる、全うする」ということから、「名誉待遇の、名誉退職の」として使われるようになった。
上皇さまを表す言葉にemeritusが入っているのは、このため

なお、emeritusが最も一般的に使われるのは、professor emeritus「名誉教授」。

例: He is Professor Emeritus Kain.

   「彼はケイン名誉教授です。」
