不満を表す表現。
give ... the time of day は
「…に何時であるかを教える、時間を教える」の意味もありますが、
「…におはよう・こんにちは、などとあいさつをする」
ことでもあります。
そして、それを否定して、「しようとしない」ということは、
「…のことをまったく気にかけない・見向きもしない」という意味になります。
