hen the popular army, which was a 'non-political' army organized on more or less ordinary lines, was raised at the beginning of 1937, the party militias were theoretically incorporated in it. But for a time the only changes that occurred were on paper; the new Popular Army troops did not reach to the Aragon front in any numbers till June, and until that time the militia-system remained unchanged. The essential point of the system was social equality between officers and men . everyone from general to private drew the same pay, at the same food, wore the same clothes, and mingled on terms of complete equality. If you wanted to slap the general commanding the division on the back and ask him for a cigarette, you could do so, no one thought it curious. It theory at any rate each militia was a democracy and not a hierarchy. It was understood that when that orders had to be obeyed, but it was also you gave an order you gave it as comrade to comrade and not as superior to inferior. There were officers and N.C.O.S. but there was no military rank in the ordinary sense; no titles, no badges, no heel-clicking and saluting. They had attempted to produce within the militias sort of temporary working model of the classless society. Of course there was no perfect equality, but there was a nearer approach to it than I had ever seen or than I would have thought conceivable in time of war.

一九三七年の初め、人民軍　ー　これは多少ふつうに近い形で組織された「非政治的な」軍隊だった　ー　が創設されたとき、各政党義勇軍は、理論上はいちおう、その傘下へ編入された形になっていた。しかしそうした変化は、あくまでも机の上だけの話で、実際は長いあいだ現状のままだった。その新編成の人民軍部隊が、多少ともまとまった数でアラゴン戦線へやってくるということも、六月まではなかったので、それまでは義勇軍組織もずっと変わらなかった。この義勇軍組織の肝心な点は、将校と兵のあいだが社会的に平等である、ということだった。将軍から一兵卒に至るまで、全員がまったく同じ給与を受け、まったく同じ食事をとり、まったく同じ服を着、まったく対等の立場でつきあった。もし師団長の肩をたたいて、おい、たばこを一本くれないか、といったところで、別にどうということもなかったし、変なまねをする、と思うものなどひとりもいなかった。少なくとも理論的には、描く義勇軍とも、階級制ではなく民主制の上に立っていた。命令に服従しなければならないことは了解されていたが、同時に、命令を出すときも、同志から同志へそれを伝えるのであって、上級のものから下級のものに下すのではない、ということも、また了解されていた。将校も下士官もいるにはいたが、ふつうの意味での軍隊的階級差はまったくなかった。敬称もなければ、紀章もない、上官の前で気を付けの姿勢をとる必要もなければ、敬礼する必要もなかった。義勇軍の内部(なか)に一時的であっておよいから、階級差のない社会のモデル、といったものを作ってみよう、という意図が働いたのだった。もちろん、完全な平等とはいえなかったが、それでも、私がこれまでみたこともないほど、あるいは、とても戦時中とは受けとれないほど、完全平等に近いものだった。

But I admit that at first sight the state of affairs at the front horrified. How on earth could the war be won by an army of this type? It was what everyone was saying at the time, and though it was true it was also unreasonable. For in the circumstances the militias could not have been much better than they were. A modern mechanized army does not spring up out of the ground, and if the Government had waited until it had trained troops at its disposal, Franco wouKt-never have been resisted.

しかし、打ち明けて言えば、じつは、最前線でこの有様をひと目みて、私はぞっとしたのだ。こんなていたらくの軍隊でいったいどうやったら戦争に勝つことができるのだろう？　　これは、そのころだれも口にしていたことで、たしかに事実そのとおりではあったが、無責任な言いぐさだった。というのは、あの状況のもとでは、義勇軍をあれ以上よくすることは、とうていできない相談だったからである。近代的な機械化装備の軍隊というものは、地面からひとりでに湧いて出るものではない。それに、もし、訓練がゆきとどき、軍隊が思いどおりに働いてくれるようになるまで、といって政府が手をつかねて待っていたとしたら、決してフランコを阻止することはできなかっただろう。
