S: We should all recognize that wage increases in Japan have been really slow for more than three decades, and that is highly unusual for an industrialized country.
When prices were relatively low, we could tolerate lower wages, but it is no longer the case.
Our inflation level is not as bad as that in the United States, (for example,) but prices of bread-and-butter goods and other items have slowly started rising, and many people have begun to feel that they can’t afford to buy things.
T: So that's why you think it’s a good idea to raise wages?
S: That's right.
T: Well, that might make sense in the short term, but it could also create a wage-price spiral: if you raise wages to keep up with inflation, you end up raising costs for businesses, which might then respond by raising prices to cover those costs. That can be a dangerous cycle, obviously.
S: Wage hikes will stimulate consumption and thus benefit the economy. When consumption rises, so do company profits. And workers' wages can be increased! So it could turn out to be a positive spiral.
T: But that cycle isn't always a possibility for small businesses, is it? A lot of them have small profit margins, so they face two big risks: having to pay their workers more might mean (maybe) going into the red, while raising prices could drive away customers, they depend on to stay afloat.
S: Certainly small businesses and shops need some support. Government assistance and other measures may temporarily be necessary. (And) in the long run, this is a problem that may erode Japan's competitiveness in the world. If Japanese wages remain low, Japan's purchasing power in the international market will decline in the future.
