①have to の「必要性」・継続の on
男性は今後は毎日ネクタイを締めなければなりません。
Men have to wear a tie every day from now on.
have to は（〜しなければならない）from now on は（今後は）。英語を話せるようになるには表現の感覚、イメージを掴むこと。have to は must とは異なり、客観的な必要性を表す表現。単に「しなくてはならない」と主観的な must より、規則として、というニュアンスが生まれている。from now on の on には継続性が感じられている。Life goes on. （人生はずっと続いていく）にも見られる表現だが、on に含まれる継続性が、ずっとこれからも、というニュアンスを与えている。
②無生物主語

後半は wh 節で、（それが言ってること）。ここでは、email announcement のこと。英語では人以外のものを主語にとることが頻繁にある。「告知が言う」となっている。
◾︎ 同意の定型表現⑤ くだけた不同意

今回は至ってくだけた「不同意」を表す表現。serious は（本気の・真面目な）。この表現はシリアスな状況でも冗談めいた会話でも使うことができる。

助動詞 must は（〜に違いない）。「あなたは冗談を言っているに違いない」そこから、まさか！冗談でしょう！という不同意に繋がる。
そんなことは言わないでくれよ。

直訳は（それを私にくれるな）。主に相手の言い訳(excuse)や嘘(lie)を受け入れず、やめてくれ！よしてくれ！という感覚を伴っている。言い訳や嘘を相手に渡そうとしているのを拒絶する、与えてくれるな、don’t give me that となっている。
