UN Calls for More Women Presence in Politics
国連が女性の政治参加促進をもとめる
The United Nations has called for global efforts to boost women's representation in politics. UN Women, the UN agency for women's rights, published a special world map. It shows the ratio of female lawmakers in 193 member countries.
Rwanda ranks first, with women occupying 61.3 percent of the seats in the lower house of parliament. The top 10 countries are in Northern Europe, South America, and Africa.
The U.S. House of Representatives comes in 104th with 19.1 percent. Japan's Lower House is 163rd with 9.3 percent. The global average of women in national parliaments rose only slightly from 2015 to 2016.
" It's clear from the map that leadership and political will is critical," UN Women's executive director says. " If more heads of state were passionate about this issue, we could easily solve the issue of representation of women in cabinets."
She says progress remains slow and power is still firmly in the hands of men.

①2回目からは、繰り返しは省略されることに注意しよう

➮ここでは、「19.1パーセントです」とあるだけで、具体的には何の割合か書いていない。文章の流れから「（下院における）女性議員の割合」であることが分かる。文書を補うと、The U.S. House of Representatives comes in 104th, with women occupying 19.1 percent of the seats.のようにできます。
②Lower Houseは通称にすぎないことを理解しよう
このLower Houseは「衆議院」を指しニュースなどで使われる名称。正しくは、the House of Representatives 。「参議院」は　the Upper House/the House of Councillors。
③"executive director"の意味を理解しよう
directorの意味は、組織の進むべき方向を「direct(指し示す)人、業務の指揮をする人です。executiveは業務をexecute(執行する、実行する）幹部。したがって executive directorは「組織全体を指揮する人で、その役割は業務執行」となり、企業では「業務執行取締役」、一般団体では「事務局長」のような組織のトップを指します。
